2005-6 Review of NRM programs

Planning for the development of NRM programs post NHT2/NAP got underway in 2005/06. A working group under the NRM Ministerial Council was established, the Natural Heritage Ministerial Board established a Ministerial Reference group and a number of evaluations of the current programs were undertaken. ALGA has contributed to these processes.

Engaging local government
In November 2006 the regional NRM bodies held a national NRM forum to exchange ideas and case studies on the regional delivery of NRM. ALGA participated in the session Integration of Local Government. This presentation looks at engaging local government in regional NRM, what has worked and why.
Building stonger regions, stronger local governments
This paper Building stronger regions, stronger local governments is a component of a broader set of activities focussed on local government and the involvement of local government in natural resource management (NRM). This project highlights activities where local government involvement in the regional NRM arrangements can be strengthened. State/territory forums were held and the outcomes from these forums were input into this paper to develop the overall approach recommended in this report. This paper is solutions based and provides information on strengthened regional NRM arrangements through improved engagement of local government.
ALGA submission to the ministerial reference group
The Natural Heritage Ministerial Board requested the establishment of a ministerial reference group to provide advice that will assist the Australian Government in refining the regional delivery of its major natural resource management (NRM) programmes. The terms of reference and ALGAs response are available.
ALGA response to the Evaluation of the bilateral agreements
The Australian Government has undertaken a number of evaluations of NHT2 and NAP programs to assist with decision making on future NRM programs. One such evaluation was on the effectiveness of the bilateral agreements between the Australian Government and the states. ALGA made a submission to this evaluation.
Local government facilitator presentation to the Australian Government
During 2005, the local government facilitators undertook a series of state forums to get input on how effectively local government was engaged in the regional NRM model. On November 29 2005 the local government NRM facilitator network presentated the findings of their state forums to the Australian Government. The presentation gave a background on local government, highlighted the constraints and opportunities of the current programs and provided some ideas for future programs.
Local government and future NRM programs
This paper outlines the institutional or governance changes that would increase local government participation in the regional NRM model and also highlights a number of principles to guide the development of future programs. Further, a number of key issues associated with impediments and opportunities for greater local government involvement are identified.
