In accordance with delegates’ instructions in Launceston last year, the 2006 Local Roads and Transport Congress will focus on forging the National Local Roads and Transport Strategy.

Themed, Paving the way — Driving the roads and transport agenda, this year’s Congress is seeking collective action to secure positive outcomes to address the roads and transport needs of our communities and to unite local government behind a single roads and transport plan.

The Strategy will seek to address long-term funding for local roads and to address issues of urban congestion and amenity, and improving personal mobility, through the availability of sustainable public transport options.

Attendance at this year’s Congress will provide all delegates with an important opportunity to be part of the development of a new way forward to address the strategic local roads and transport needs of our communities.

To assist the Congress in its deliberations on the local roads and transport strategic agenda, this year’s keynote speaker is one of Australia’s prominent strategists—international affairs, law, society, business and the future—Dr Keith Suter. Dr. Suter will provide the keynote address as well as act as Rapporteur in the final session on Tuesday.

Dr Suter is a highly experienced and skilled practitioner in the field of public policy. During his address, Dr Suter will describe the necessary components of success in achieving the goals and the outcomes set out in an agreed strategy—in terms of how local government presents to the public and to other spheres of government; and in terms of how councils should work together to secure the results sought.

A hands on session to provide elected members and professional officers alike with handy tips to ensure the smooth management of your Roads to Recovery projects particularly with new and additional money now available.

Ms. Leslie Riggs will draw on the considerable body of experience the department has built up in administering the program to encourage best practice among all councils in meeting their reporting requirements—and other conditions of funding—under the program, while keeping it as free of red tape as possible.

She will also draw on lessons learnt from the Australian National Audit Office Review of Roads to Recovery, and provide a briefing about how local road funding fits in with the AusLink principles.

A must for all delegates.
