Dr Keith Suter

Dr Keith Suter is a social commentator, strategic planner, writer and broadcaster—well known for his media commentating on Channel 7 Sunrise and Radio 2GB in Sydney. His first doctorate was in the international law of guerrilla warfare and his second in the economic and social consequences of the arms race. His masters degree is in religious studies and was on the role of the Uniting Church in the debate over economic justice.

Keith is a member of the most prestigious global think tank in the world called The Club of Rome, who have only 100 members and include people like Mikhail Gorbachev, Bill Gates, Al Gore and Jimmy Carter. He is Senior Fellow, Global Business Network Australia and the Executive Director of National Goals and Directions (a think tank working on Australia's future). He is also a Consultant on Social Policy at Wesley Mission, Sydney, Consultant to Aged and Community Services (NSW), Health Services Association (NSW) and the Conflict Resolution Network. Keith is also the Chairperson, Environment Committee, Australian Institute of Company Directors, Chairperson, International Humanitarian Law Committee of Australian Red Cross (NSW), Chairperson, International Commission of Jurists (NSW) and Director of Studies, International Law Association (Australian Branch).

His current teaching positions include part-time lecturer in the Department of Social Work, University of New South Wales (in the Masters of International Social Work), where he teaches the introductory course on international organisation.

Mr Michael Apps   Executive Director, Bus Industry Confederation

Michael Apps is the Executive Director of Australian Bus Industry Confederation (BIC). BIC represents the collective interests of bus and coach operators and suppliers to promote safety, efficiency, effectiveness and accessibility of bus and coach transport in Australia.

He established the National Secretariat in Canberra in 2001 to engage the federal government in taking a strategic role in the future of Australia's Public Transport systems.

Under him, BIC has developed a moving people strategy that aims to provide solutions to the nation's long term transport problems through the development of a public transport culture. BIC is recognised as a leading proponent of growth in travel by public transport, as an effective way to reduce the economic, social and environmental costs associated with excessive use of the private car for personal and business travel.

He is the former deputy chief of the Australian Trucking Association and has previously worked for Ministers in the ACT government.

Mr Mark Bell-Booth   Executive Director, ASSETTA - Asset Management Technology

Since leaving Local Government in 2004 as Mayor of Palmerston North, Mark Bell-Booth has been co-leading a technology team on a "mission" to create a single spatial asset platform so council staff with limited IT skills can use and access up to date information on their assets "with less confusion and more enjoyment".

Assetta Scorecards was a category finalist best practice example at the LGAQ Technology and Innovation Expo in March. "SCORECARDS is set to do for asset management what MYOB and QuickBooks have done for accounting", he says.

The National Roads Congress is an opportunity to show "less confusion and more enjoyment" as it applies to road asset management.

Mr Tim Eaton   General Manager Safety and Environment, National Transport Commission

Tim is the General Manager Safety and Environment at NTC. Current reforms he's involved with include heavy vehicle driver fatigue, dangerous goods and a review of engine brake noise. He has recently released the National Heavy Vehicle Safety Action Plan which is expected to continue the improvement in heavy vehicle safety over the next three years.

Tim is the current Chair of the Land Transport Environment Committee and has been active in the development of vehicle emission standards over the past eight years, overseeing improvements in tailpipe emissions of over 90%. He also managed the review of vehicle noise standards, which will make all trucks quieter from next year.

Mr Tim Griffin   Manager, Regional Planning and Infrastructure, Queensland Transport; President, National Association of Professional Engineers

Based in Rockhampton, Tim Griffin works at Queensland Transport as the planning and infrastructure manager for central Queensland, and is serving his second term as national president for Australia's leading employee representative Association for managers and technology professionals (APESMA), who have a total membership of around 42,000. Tim's presentation will emphasise the increasing significance of ensuring access to transport choices, by rural and regional communities.

Tim works in partnership with some of Queensland's Top 10 population growth communities of Whitsunday Shire, Capricorn Coast, Mackay City and Agnes Waters, ensuring an integrated planning framework between State and Local Governments.

Tim has just returned from discussions with fellow practising transportation professionals from Spain and the United Kingdom as national president for APESMA. He is their first regionally based national president and during 2006, APESMA is celebrating 60 years in serving Technology Professionals across Australia.

During his 22 years with the Queensland public service, Tim's career highlights have included two overseas World's Best Practice study tours to North America/Europe and to South Africa. He specialises in infrastructure network planning, system performance and project management.

Tim holds dual tertiary qualifications in a Master of Business Administration (MBA) and Bachelor of Civil Engineering, both from the Central Queensland University. He is a fellow of the Australian Institute of Company Directors.

Tim has been named amongst the Top 100 influential Engineers in Australia, by Engineers Australia for the past 2 consecutive years (2005 and 2006).

Mr John Hennessy   Sector Development Consultant, Municipal Association of Victoria

Currently Sector Development Manager with the Municipal Association of Victoria, John has had a varied background including Strategic Planning Manager for Toyota Australia for a decade and Corporate Planner for the Australian Football League (AFL) in the 1980s.

Mr John Howard   Director Asset Management, Jeff Roorda and Associates

John Howard has been involved in formal asset management practices for the past 18 years. He was worked with government organisations at the national, state and local level to improve their asset management practices.

His main interest is the application of asset management principles to organisational service delivery, management systems and performance reporting.

John has held senior position in local governments in three states. He joined Jeff Roorda and Associates in June 2002 and is the project manager for the ALGA National Local Road Data System.

John is also the Project Manager for the Institute of Public Works Engineering Australia's National Asset Management Strategy Committee.

Mr Lauchlan McIntosh   Executive Director, Australian Automobile Association

Since 1994, Lauchlan McIntosh has been the Executive Director of the Australian Automobile Association (AAA), the national body of the motoring clubs and associations of Australia who collectively provide services to over six million members.

He has been Chairman of the Management Committee of the Australasian New Car Assessment Program (ANCAP) since 1994, an organisation of all state government road authorities and motoring clubs in Australia and New Zealand and the Transport Accident Commission in Victoria.

He is Chairman of the Conference Week of the Federation Internationale de l'Automobile (FIA) the international body representing over 160 motoring clubs and 120 million members) and is Secretary of the Region II area covering the clubs in Asia.

He is also Past President of ITS (Australia), the national organisation of government, industry, academia and consumers involved with the introduction of intelligent transport systems technologies into Australia. He has a First Class Honours degree in Science, a graduate diploma in Business and Administration and a Master of Management Science.

He is a Fellow of the Institute of Engineers, Australia, a Fellow of the Australian Institute of Company Directors; a Fellow of the Australian Institute of Management and a Fellow of the Australasian Institute of Mining and Metallurgy.

He was awarded a Harkness Fellowship in 1980 to the USA and studied in the Sloan Fellows Management program at the Massachusetts Institute of Technology. He was previously Manager of the Mt Newman Mining Company at Newman WA, after over 20 years in a range of positions and locations with the BHP Company Ltd.

As Executive Director of the AAA he has responsibility for national and international public policy programs as a national consumer advocate, as well as coordinating national constituent services and activities. He has a particular interest in road safety management.

Mr Barry Moore   Director Policy, National Transport Commission

Barry Moore has worked with the National Transport Commission since July 1992 in the positions of Senior Economist, Manager Economic Policy, Director Strategy and currently Director Policy. Barry has been closely involved in the development of the Commission's policies on compliance and enforcement, fatigue, accreditation and road pricing. He has a Masters Degree in Economics and previously held positions in the Reserve Bank, Productivity Commission and Shell Australia.

Mr Leslie Riggs   Executive Director, AusLink Business Division, Department of Transport and Regional Services

Leslie Riggs is the Executive Director, AusLink in the Department of Transport and Regional Services. As Executive Director, Leslie has responsibility for planning and implementation of the National Land Transport Network and associated investments by the Australian Government as well as the Government's regional land transport and black spot programs.

Leslie joined DOTARS in January 2003 as the Executive Director of Regional Services. She has 16 years senior executive experience in policy, regulation and program development, implementation and management, especially where programs are undergoing significant change. In 2005 Leslie moved to lead the implementation of AusLink.

Leslie's formal qualifications are in pure mathematics and statistics and, more recently, management. Leslie is a career public servant who was born and raised in rural Australia.

Stuart St Clair   Chief Executive, Australian Trucking Association

Stuart St Clair is Chief Executive of the Australian Trucking Association (ATA). Stuart joined the ATA in March 2006. The ATA is the peak national body for the Australian trucking industry, and includes an extensive network of member companies and industry associations covering all road transport sectors and states in Australia.

Prior to joining the ATA, Stuart was Chief of Staff to the NSW Deputy Opposition Leader and Shadow Minister for Roads, Mr Andrew Stoner MP. This follows three years in the Parliamentary Office of the Deputy Prime Minister and Federal Minister for Transport, The Hon John Anderson MP. In his position of Senior Adviser, Stuart also fulfilled the responsibilities of Heavy Vehicle Adviser to the Minister and worked closely with Departments, the National Transport Commission, road authorities, transport companies, the ATA and many of the other associations around Australia.

Stuart has had a career spanning many facets of the timber industry, initially based in Sydney and Brisbane, and later moving to rural northern inland New South Wales to manage his own sawmill operation. He was elected to the local Guyra Shire Council in 1987 and subsequently elected Mayor. Stuart later stood for Federal Parliament and was elected to the House of Representatives in 1998 for the electoral division of New England. During his time in Parliament Stuart was a member of various committees, including transport, and was a key contributor the House of Representatives Transport Committee Report, "Burning the Midnight Oil", which investigated fatigue in the transport industry.

Stuart's experience has been gained through both a practical appreciation of the road transport task, the political process, policy development and implementation of that policy in government.

Peter Way PSM   Director of City Works, Logan City Council

Peter joined Logan City Council on its inception in 1979 having previously worked for Beaudesert Shire Council since 1975. As well as Civil Engineering Qualifications, Peter has Post Graduate Qualifications in Urban and Regional Planning and an MBA from the University of Queensland. Peter was awarded the Public Service Medal under the Order of Australia Awards in 1998, the prestigious Keith Wood Medal in 2001 and, more recently, in 2005 was made an Emeritus Member of the Institute of Public Works Engineering Australia. Peter is also Chair of the National Asset Management Strategy Committee for the Institute of Public Works Engineering Australia and has been involved on the Steering Committees in Queensland for the establishment of the LG Asset Program and the Roads Alliance. He has a strong interest and commitment to the advancement of asset management for all local government infrastructure.
