Option 1: Roads to Recovery and beyond
This session will take delegates through the detail of the draft roads strategy, and workshop the alternatives, with particular emphasis on securing ongoing funding for the local road network as well as ensuring a way forward to demonstrate the success of the Roads to Recovery funding model, through sound program and asset management.

Option 2: Transport policies - Positioning local government
There is much discussion about sustainable transport and equity of access. Local government needs to define these concepts in terms of the policy outcomes it identifies. In addition, consideration should be given to the levels of engagement regarding urban congestion and traffic management that offer the best prospects for real progress. This session is designed to secure the essential elements of an agreed transport platform.
Speakers in this session will be representatives from local government and state/territory associations.
This session will be held in MacDonnell Room A.

Option 1: Moving people and freight in the urban environment — Looking beyond the dollar
The need to tackle the increasingly complex issues associated with moving people and freight around our major cities safely and efficiently, and consistent with improving the quality of life in urban environments, is viewed by many people as deserving of high priority on government agendas. This session will provide the Congress with some viewpoints on some of the approaches that might be used to address these issues that include initiatives that don’t just involve finding massive amounts of money to keep building new infrastructure.
Speakers in this session include Mr Stuart St Clair, Chief Executive, Australian Trucking Association.

Option 2: Management tools and the coal face — What’s new? Best practice in asset management showcase
This session will provide delegates with some “must know” insights into what's going on in asset management. The speakers in this session have a lot of value add information to impart to delegates. They will explain why it is imperative that both elected members and their professional staff are across this subject and demonstrate that for councils to implement asset management systems does not, and should not, involve rocket science. The session will also address the importance of demonstrating that local government is adopting systems to responsibly manage their road assets to support our case to other spheres of government for continued and permanent funding. Our speakers will also point to the importance of understanding funding requirements of the local roads network into the future to maintain existing levels of service.

Tuesday 11 July - Session B: 1:30pm–3:30pm
Option 1: Mobility for rural and regional Australians
Australians in regional and remote areas have become increasingly isolated by the centralisation of essential services and by the lack of rail, air and coach services. The participants in this session are well positioned to discuss with delegates the proposition canvassed in the draft roads and transport strategy, that there is a strong case for all communities in regional Australia to be assured of minimum levels of access through adequate transport services, as well as road networks.

Option 2: The NTC Program — Opportunities for local government
The program being undertaken on the regulation of freight vehicles poses some concerns for local government in terms of protecting its local road system and the amenity of its communities. However, representatives from the National Transport Commission, will outline to the Congress how regulatory measures being considered offer opportunities to local government to utilise their road systems more effectively with safer, cleaner and more efficient and compliant vehicles.
